Already in its fourth issue, ABACC News has consolidated itself
as the electronic means of communication of the Brazilian-Argentine Agency
for Accounting and Control of Nuclear Materials, through which news, technical
documents and other issues related to the nuclear safeguards field are made
known.
In its Highlights section, the ABACC News has the privilege
of introducing the article “The Review Conference of the Treaty on
the Non-Proliferation of Nuclear Weapons”, authored by ambassador
Sérgio Duarte, who chaired it. With a lucid and clear text, ambassador
Sérgio Duarte relates the main issues occurred during the event,
pointing out the great international concern concerning the non-proliferation
of nuclear weapons and disarmament. The article does also include the main
positions uphold and the great disagreements that emerged during the Conference
regarding diverse topics. Sérgio Duarte reaches the conclusion that
“all the members of the Treaty are responsible for preserving the
progress attained throughout its 35 years”, as well as “for
looking after the full observance of all the obligations stipulated therewith”.
Following in the field of disarmament, this issue does also include an
article by Marco Antônio Marzo containing an analysis of the treaties
by which nuclear-weapon free zones are created and of the possibilities
for their future establishment in Central Asia and the Middle East. Due
to both the historical outline introduced by the author and his analysis
of the main issues in each one of the treaties, the document refers to items
of great interest with regard to peace. Another article published in this
issue of ABACC News is authored by Luis Rovere and Hugo Vicens,
who provide a technical and detailed analysis of the tests performed for
the application of the DMOSS surveillance system at the commercial isotopic
enrichment plant of Indústrias Nucleares do Brasil.
Another outstanding event in this fourth issue is the launching of ABACC’s
new website (www.abacc.org), prepared in a clear, easy-to-understand language,
whose objective is providing its diverse readers with overall information
concerning the ABACC and the nuclear safeguards activities carried out in
Argentina and Brazil.
Finally, this issue does also contain the main news on the occurrences
that have taken place until now in the nuclear safeguards field of the Brazilian-Argentine
area, in its permanent attempt to keep its subscribers updated and to spread
information on the work performed by the ABACC both sensibly and with the
precautions that need to be taken in dealing with issues related to the
nuclear programs in both countries.
